Ecuador's President begins second "and last" term

Rafael Correa Delgado began on 24 May his second term as President of Ecuador in ceremonies attended by foreign dignitaries and some heads of state, and after saying he would not aspire to a third term, agencies reported. The official website El Ciudadano observed that the Government would seek in the 2013-17 term a "qualitative leap" in Ecuador's productive model to turn the state from an exporter of raw materials to one of added-value goods including oil-derived products. The new Vice-President Jorge Glas Espinel was expected to coordinate the implemention of these and other policies in "strategic" sectors. He would replace Lenín Moreno Garcés, the outgoing vice-president who sought not to show emotion while given a standing ovation by the assembly at the event. Leaders who attended Correa's inauguration were the presidents of Bolivia, Chile, Honduras and Venezuela; the Prince of Asturias represented Spain and Vice-President Amado Boudou Argentina, while Mexico sent its foreign minister, José Antonio Meade, El Universo reported. In contrast with other Leftists leaders of Latin America, Correa earlier ruled out running for a third presidential term in 2017, saying it would be a "failure" if his movement the Alianza PAIS (Patria Altiva i Soberana) could not designate a successor. Even in that case he said he would not repeat as President; he would apparently seek work as an academic in Belgium, the homeland of his wife, Perú 21 reported on 23 May. He was cited as saying that "we have worked these years to be as unnecessary as possible. We are all necessary, but nobody should be indispensable." Voters elected Correa with a clear majority in general elections on 17 February 2013.

Election body confirms Correa's victory in Ecuador polls

Ecuador's electoral authority the CNE confirmed that the sitting President Rafael Correa Delgado was re-elected in general elections held on 17 February, winning 57.1 per cent of all votes cast with all votes counted, Agence France-Presse reported on 4 March. Correa won a little more than 4.9 million of just over 9.467 million votes cast, and his runner-up the banker Guillermo Lasso won a few more than 1.9 million, or 22.7 per cent of votes. The third and fourth candidates in terms of votes were the former president Lucio Gutiérrez with 6.7 per cent of votes and the conservative Mauricio Rodas with 3.9 per cent, the CNE (Consejo Nacional Electoral) indicated on 6 March. Correa would begin new mandate on 24 May. The President's political group, Alianza PAÍS appeared to have won just over 52.3 per cent of votes cast for National Assembly lists according to the CNE's count on 6 March, followed by the Movimiento CREO, the party of Guillermo Lasso and described as liberal, which won 11.42 per cent of votes. The council did not immediately specify what this signified in terms of seats, but PAÍS was expected to win an absolute majority or about 100 of 137 legislative seats, the daily El Ciudadano reported on 6 March.

Ecuador re-elects its president

With a little over half the votes counted on 18 February, President Rafael Correa Delgado was declared winner in Ecuador's general elections of 17 February, leading his rivals by a wide margin, Europa Press reported. The agency cited provisional figures given by the state electoral agency CNE, which stated that with a little under 4.76 million votes counted that day - a little over half of all votes cast - Correa had won 2.49 million or 56.93 per cent of the votes. The second candidate in terms of votes was Guillermo Lasso with 23.7 per cent of votes counted thus far. The president said the night before speaking in northern Quito that "there is no stopping the citizens' revolution" and that his victory belonged to "all Ecuadoreans." Several Latin American leaders congratulated Correa on his victory, as did Spain's Foreign Minister, Europa Press reported. The elections were for 143 public offices, and a little over 11.6 million Ecuadoreans voted inside and outside the country, the daily El Universo reported on 18 February.

Ecuador's president reshuffles cabinet

Several new ministers were sworn into office in Quito on 28 November, amid a partial reshuffle allowing some former ministers to run for positions in general elections scheduled for 2013, agencies and press reported. In the changes the former heritage minister María Fernanda Espinosa Garcés became Defence Minister, her old post going to the deputy-minister for heritage Maria Belén Moncayo. Espinosa replaced Miguel Carvajal Aguirre, Ecuador's El Telégrafo reported. The new Policy Coordination Minister (Ministro coordinador de política) was Betty Tola who returned to the post she left in August 2012 following a disputed legislative initiative over military pensions. Rafael Poveda became the new Minister of Strategic Sectors (Ministro coordinador de Sectores Estratégicos), replacing Jorge Glas Espinel who was to be a vice-presidential candidate in coming elections for the Alianza País (or PAIS) party backing Correa. Other appointments were of Lorena Tapia Núñez as Environment Minister - her predecessor was to run for a parliamentary seat for PAIS - of Lorena Escudero to head the migratory affairs department (Senami) and of Leonardo Berrezueta Carrión as Private Secretary to the Presidency. Tapia Núñez was the acting minister since 12 November, while Berrezueta began working as presidential Secretary on 9 November, and was formally appointed on 16. Born in 1978, he was a deputy-interior minister for security affairs from May 2011 to late January 2012 and an adviser to the Presidency from June or July to November 2012, the government bulletin El Ciudadano reported on 16 November.
