"Clown" shoots Mexican mobster at birthday party, nine killed around country

A gunman reportedly dressed as a clown shot on 18 October a member of Mexico's Tijuana cartel, one of the country's powerful gangs of the 1990s, at a family or children's party in the resort zone of Los Cabos in Baja California. The victim was identified as 63-year-old Francisco Rafael Arellano Félix who headed the Tijuana cartel with two brothers and was briefly imprisoned in the United States in 2007-8. Reports did not immediately clarify if the cartel remained active. The newspaper Reforma cited witnesses as saying that a "clown" walked up to him and shot him in the chest and head; police and troops apparently failed to find the gunman in spite of a subsequent search, Proceso reported on 19 October. In other incidents, two children aged 12 and 13 and a 19-year-old girl identified as their cousin were shot dead in Mexico City late on 18 October, Tabasco Hoy reported. They were shot with assault rifles used by the Army, and Proceso cited investigations as provisionally attributing the incident to a settling of criminal accounts. The review reported on 19 October the discovery of the bodies of four men shot days earlier, in a ditch south of the district of Culiacán in the north-western state of Sinaloa, while shooting incidents in the western port of Acapulco injured 10 and killed one on 19 or 20 October, Milenio reported. A young man was stabbed to death in the eastern city of Villahermosa early on 20 October, after refusing to "share a can of beer" with two suspected gangsters on the street, Tabasco Hoy reported.

Thirteen shot around Mexico, passenger bus robbed

Thirteen at least were reported killed or found dead in presumed criminal incidents around Mexico on 11-13 May. Seven were shot dead on 12-13 May in the states of Guerrero, Sinaloa and Nuevo León in western, north-western and northern Mexico, including a municipal police official shot at home late on 12 May, Proceso reported. Assassins shot dead Raúl Valladares Díaz the deputy-police chief of San Miguel Totolapan in Guerrero, while he was having dinner with his family. The other victims were "four young men" shot early on 13 May by a dam outside the city of Culiacán in Sinaloa, and two men found dead in a car some 40 kilometres east of the city of Monterrey, with hands and feet tied, Proceso reported. The review separately reported six killings on 12 May in the northern state of Coahuila, in incidents in the districts of Saltillo and San Pedro de las Colonias outside Torreón. Three of the victims were aged between 15 and 17 years. In Chihuahua, masked bandits robbed a passenger coach travelling to the northern city of Juárez early on 13 May, stopping the bus near the district of Villa Ahumada. Passengers were relieved of all valuable belongings but nobody was hurt, Proceso reported. On 14 May the firm Marsh Brockman touted a "unique and innovative" insurance product designed to cover losses derived from the actions of organized crime, Mexican media reported. The product - launched in January 2013 and aimed at domestic and foreign firms working in Mexico - compensates policy-holders up to 25 million USD for damages caused by the acts of organized crime or terrorism and sabotage, Milenio reported. The daily cited firm spokesman Julián Abraham González as saying that this was better than similar products in certain other states, which only covered losses from terrorism.

Over 50 reported killed, found dead in Mexico in days

Every day in Mexico yields a steady stream of violent deaths - many related to drugs and cartels - that make corresponding figures in other Latin American countries seem paltry or risible. At least 51 were reported as killed or found dead from late 28 March to 2 April. The review Proceso counted at least 14 killings around the country on or just before 29 March; victims included five shot to death that day in a dispute between unspecified individuals gathered in a house in the north-western district of Sinaloa de Leyva, Proceso reported. At least 13 were killed on 30 March: these included a policeman who was among five shot dead in the state of Morelos, a decapitated body found in the northern frontier city of Juárez, and two men executed and left hanging from a bridge in Atizapán de Zaragoza in central Mexico, Proceso reported. It reported separately the kidnapping of five men described as in their 20s, while driving before dawn on 30 March in the west-coast state of Guerrero. An unnamed individual "who apparently escaped" from the incident was cited as saying that gunmen forced the five into three cars on a road between Acapulco and Zihuatanejo, in the district of Atoyac de Álvarez, Proceso reported. Five were shot dead and 16 injured on 31 March in attacks on two bars in the western city of Guadalajara, and nine dismembered bodies were found at the back of a van outside the north-eastern city of Victoria, Proceso reported. The review observed that a surge in violence in Ciudad Victoria was attributed to an intensifying turf war between the Gulf and Zetas cartels. Five presumed members of a family were murdered in a village outside the north-western resort of Mazatlán in Sinaloa early on 2 April, Milenio reported. They were found in the village of Chilacayota, three of them in a house "with torture marks," state prosecutors were cited as saying. These may have been among the 10 Proceso counted as killed on 2 April, as it stated six of them were killed in the state of Sinaloa. In the eastern state of Veracruz, authorities publicly presented on 2 April 10 municipal policemen detained at an unspecified date when they were caught selling drugs. State police and marines caught the policemen of the district of Coatepec selling synthetic drugs by a road outside the state capital Xalapa; firearms and "497 doses of green weed, apparently marijuana" were taken from their cars, Milenio reported on 3 April. The policemen confessed to complementing their policing work with drug dealing, while one admitted collaborating with an unspecified gang or cartel, Proceso reported.

In days, 50 killed, found dead around Mexico

"At least" 18 were reported killed or found dead in presumed criminal incidents around Mexico on 24-25 March, these including five killed in a shootout between police and criminals in the north-western state of Sinaloa and an official of the state judiciary of Oaxaca, shot dead on 25 March as she emerged from a car. Victims also included three thought executed a month before, whose decomposing bodies were found on 25 March buried south of Chilpancingo in the western state of Guerrero, Proceso reported. On 22 March gunmen shot dead seven people including two Federal policemen in an eatery in Ciudad Altamirano in the western state of Guerrero, Proceso reported. The review observed that the targets of the attack may have been soldiers in civilian clothes eating in the restaurant that day, though reports did not clarify if any were among reported fatalities or the six injured of whom three were Federal policemen. The bodies of seven executed men were found on 23 March in Uruapan in the western of state of Michoacán. They were sitting in a row of plastic chairs placed at a crossroads, blindfolded and with hands tied, and later identified as window cleaners and farm workers, Milenio reported on 25 March. A deputy-governor of Michoacán asked media not to "magnify" what he termed an "isolated" incident related to drug trafficking, Proceso reported. Jesús Reyna García was cited as saying that while the state cannot assure the security of all Mexicans, people would not think ill of Michoacán - one of its more crime-ridden states - if the media did not highlight the incident, Proceso reported. Federal policemen killed five suspected gangsters in a shootout on 23 March in the district of Huatusco in Veracruz, responding to gunfire it was said, Proceso reported. In the south-central district of Xochitepec south of Cuernavaca, gunmen shot dead four men and a 15-year-old girl by a street stand. One of the victims was said to have run into a nearby building, but was followed and shot there, Proceso reported. The mayor of San Juan Mixtepec in Oaxaca and his bodyguard were gunned down while driving near that district early on 24 March, Proceso reported. Authorities' immediate "line of investigations" was not stated but Proceso observed the district had a recent history of land disputes with neighbouring Santo Domingo Yosoñama, which in one case led some 200 gunmen said to be from Santo Domingo, to have launched an assault on San Juan in January 2013. Other, isolated killings were reported around Mexico through 22-25 March, taking crime's presumed death toll to at least 50.

Fifty or more reported killed, dead around Mexico

The review Proceso counted 30 presumed victims of crime around Mexico for 14 March, including seven gunned down in an eatery in the Caribbean resort of Cancún and 10 that included gunmen killed or found dead in incidents in the north-western state of Sinaloa. The victims of the day included: four gunmen killed by troops in a shootout in the district of Sinaloa de Leyva in Sinaloa, a body found floating in a canal in Navolato in Sinaloa, a body found half-buried in coastal Mazatlán in Sinaloa, and seven shot dead in an eatery in Cancún. These included three trade unionists representing taxi drivers who appeared to be the targets of a gun attack that killed four other customers, Proceso reported. On 15 March police killed two gunmen who opened fire on a patrol on a road between Tala and San Isidro Mazatepec in the western state of Jalisco, while a body was found in Estado de México and three were found dead or killed in shootouts in the north-eastern state of Tamaulipas, Excelsior reported on 16 March. These were among 19 Proceso counted as victims of crime from late 14 through 15 March. Others were: two found shot in the head in the north-eastern city of Ciudad Victoria, with hands and feet tied and a message by them from the Zetas cartel to the rival Gulf Cartel, three suspects killed in a shootout with police in the east-coast city of Veracruz and a woman shot and killed while travelling on one of the Mexican capital's main roads, the Circuito Interior. Gunmen on a motorbike stopped her car in an apparent ambush or robbery, shortly after she and the car's driver withdrew money from a cash dispenser; the driver was injured in the shooting, Proceso reported. The 19 apparently did not include a suspected gangster shot dead by troops in the western state of Michoacán early on 15 March. The victim, identified as Dionisio Loya Plancarte, a presumed senior member of the cartel Caballeros Templarios, was one of five or more thought killed in a shootout between gunmen and the army in the district of Apatzingán. Authorities had yet to confirm the number and identities of the dead; one or more soldiers may have died, Proceso reported.

Seven shot dead around Mexico, gang suspects held

Police in the northern Mexican state of Coahuila shot dead three gunmen on 10 February, reportedly in response to an ambush on a police convoy driving to the frontier city of Acuña. A shootout began after the gunmen fired on the convoy that had stopped on a highway over a puncture, Proceso reported. On 9 February in the northern district of Piedras Negras in Coahuila gunmen fired on a bullet-proof car carrying policemen and bodyguards of the state Public Security or police chief Gerardo Villarreal Ríos. This prompted gunfire and a car chase around the city, with the participation of soldiers and marines, Proceso reported. Four men were separately reported shot dead early on 10 February in and outside the west-coast resort of Acapulco, Milenio reported. In Culiacán in the north-western state of Sinaola, a man identified separately as head of security for one of two prominent drug traffickers was reported arrested alongside four associates. Jonhatan Sales Avilés - El Fantasma - was identified by sources as either the security chief of Mexico's leading trafficker Joaquín Guzmán Loera or of another trafficker Ismael Zambada; he was surprised and detained on the night of 9-10 February at a safe house earlier located by the army, CNNMéxico reported. The broadcaster observed that state authorities had earlier thought and hoped, that the army killed Sales in a shootout near Culiacán on 4 March 2012.

Army shoots gunmen, dozens killed around Mexico

Mexican troops shot dead five gunmen or gang suspects near Ciudad Victoria in the north-eastern state of Tamaulipas on 22 or 23 January, Proceso reported on 23 January; these were among at least 28 fatalities related to crime and related incidents reported for 21-23 January. The shootout occurred in the district of Lleras or Llera de Canales south of Victoria where the suspects were said to have set fire to several houses. Early on 23 January five bodies were found "in 10 plastic bags" in the district of Toluca, capital of the central Estado de México, Proceso reported. Messages were left beside them for the state governor Eruviel Ávila and the police. Police also found the bodies of two women shot dead in the northern district of Coahuila on 23 January, with an unharmed baby next to them, and those of two women and a man in a flat in Sinaloa in the state of Sinaloa, Proceso reported on 23 January. The review reported six killings including of two policemen on 22 January. The two were a female member of the roads police shot dead in the northern district of Chihuahua, and a police detective shot dead in the southern state of Oaxaca, Proceso reported. Three men were also reported shot dead in the northern district of Torreón late on 21 January. Marines were meanwhile sent to the district of La Laguna in the northern state of Durango, to help police curb crime in several districts of that state and the neighbouring state of Coahuila where Torreón is located. Also, 91 of 158 policemen detained earlier and questioned in the state of Durango over suspected links to crime were released 72 hours later for lack of evidence against them, while 64 or 65 were to be questioned further, the chief prosecutor of Durango declared on 22 January. Milenio reported that the 91 later resigned their positions and were negotiating their severance pays with their respective municipalities. Four unspecified "public servants" were formally ordered arrested, the prosecutor's office stated, though it was not clear if these were among the 158, while a court prolonged the provisional detention of 64 or 65, Proceso reported.

Over 20 shot, found dead around Mexico

Some 20 people were reported killed in executions or gun fights with state forces, or found dead around Mexico on 18-19 January, Proceso reported. These included: five suspected criminals killed in a shootout with police and the army on the night of 18-19 January in the north-western district of Mochis in the state of Sinaloa, and six shot dead by troops and police in the district of Puente Nacional in the east-coast state of Veracruz. Thousands of troops and federal policemen have been sent to Veracruz within the Veracruz Seguro operation, in a bid to curb a surge in organized crime there. The operation was recently extended to the Sotavento zone in the state that includes Puente Nacional, the district where troops reportedly came under fire late on 18 January, Proceso reported. The website reported the discovery in Estado de México of the bodies of three men apparently shot to death; they were found on 19 January by a road linking Toluca and Temascaltepec. In addition six bodies were discovered on 18 January in the states of Estado de México, Puebla and Morelos; one of the victims here was found cut into bits, and three in a state of "advanced" putrefaction in the district of Tochimilco in the state of Puebla. Six skeletons or the bones of six people, were found in a house in the west-coast district of Acapulco on 18 or 19 January, the daily El Universal reported.

Fifteen or more killed around Mexico

In the northern district of Morelos near the US frontier, troops shot dead three suspected criminals early on 25 December after they were said to have come under gunfire, Proceso reported. They found arms and ammunition including grenades and a launcher from the Dodge estate car whence shots had reportedly been fired. In the north-western state of Sinaloa gunmen dressed in paramilitary-type uniforms searched houses in the district of El Platanar de los Ontineros on 24 December, looking for individuals written on their execution list; they found and shot dead nine, Proceso reported citing the local mayor's comments to the newspaper El Noroeste. According to Proceso the locality is next to what is termed locally a "Fear zone" (Zona de miedo) in the state, which includes the districts of La Cieneguilla, El Tiro, Zaragoza, Aguacaliente del Zapote and El Llano and where presumably criminals do as they please. Five decapitated bodies were found in a locality near the frontier of the western states of Jalisco and Michoacán on 24 December; four were identified as those of policemen of the district of Pihuamo in Jalisco reported as kidnapped on 23 December. The bodies found in the locality of Los Naranjos had been burned, Proceso reported. It also reported that a Federal policeman was found "executed" and burned outside the north-central city of San Luis Potosí on 25 December. He had been reported as last seen at a house party on 22 December. In the west-coast district of Zihuatanejo, people found a man hanging from a bridge early on 25 December, Proceso reported.

Former policeman among six killed in Mexico

A former police chief from the north-western state of Sinaloa reported kidnapped on 10 December was found dead the next day with "his face destroyed;" he was one of six people reported killed by suspected criminals in Mexico on 10-11 December. The body of Alfredo Mejía Pérez, the former head of Sinaloa's state Preventive Police was found in the district of El Limón de los Ramos north of the city of Culiacán. Victims that day included three men gunned down in a bar in the northern city of Torreón; armed men entered the bar, and lined the three up behind the drinks bar to execute them, Proceso reported.

Over 50 killed, found dead in Mexico in week

At least 53 were reported killed or found dead around Mexico in the period 19-24 November, likely all or most the victims of criminal incidents and mostly in the northern state of Chihuahua; these ranged from most recent shooting deaths to skeletal remains found in clandestine graves. The latter included three ditches found on the periphery of Juárez in Chihuahua, which police observed contained "at least" 11 remains of victims of whom some may have been killed two years before, Proceso reported on 24 November. Eight half-naked bodies were also found that day by a road in the Rosales district near Ciudad Juárez, Proceso reported, citing the local Diario de Juárez. Signs indicated the victims had been tortured then shot to death. In total 13 were reported killed or found dead in the northern states of Chihuahua and Sonora on 20-22 November, Proceso reported separately. In what is now a custom among cartels and gangs in Mexico, several victims were decapitated, dismembered and "bagged," as with two dismembered bodies found in black plastic bags at the back a car in the south-central state of Oaxaca on 20 November. Other victims included a 22-year-old beauty queen and two soldiers, among five killed in a shootout between suspected criminals and troops in the north-western state of Sinaloa on 24 November. Susana Florez - titled Sinaloa Woman 2012 - died in a gun battle that began when suspects fired on an army patrol in El Palmar de los Leal in the Mocorito district; her boyfriend was one of gunmen and also died, Proceso reported on 26 November.

Nine killed in Mexico, traffickers arrested

A policeman and two suspected criminals were three of "at least" nine reported killed or found dead around Mexico on 31 October. The three were killed in a shootout between security forces and gunmen in the district of Guasave in the north-western state of Sinaloa, Proceso reported. Four were killed the same day in a gun attack on a mechanical workshop in Guadalupe, next to the north-eastern city of Monterrey. The owner of the workshop, his son and two presumed employees were killed in that attack. Another victim was a policewoman reported kidnapped on 30 October, found dead in Tlapehuala in the western state of Guerrero. Marines separately arrested on 29 October a suspect identified as José Salgueiro Nevárez - El Che - presumed head of the Sinaloa drug cartel in Hidalgo de Parral in the northern state of Chihuahua where he was arrested, Proceso reported on 31 October. Four were arrested with him and arms, ammunition, seven cars and communication equipment confiscated. A man described by media as The Zetas cartel's main supplier of Colombian cocaine was arrested in Buenos Aires on 30 October following a multi-national investigation process, Proceso reported, citing declarations by Colombia's police chief José Roberto León. Henry de Jesús López Londoño - Mi Sangre or My Blood - was apparently arrested while attending to paperwork in Ecuador's embassy; Colombia, Argentine intelligence and the US Drug Enforcement Administration collaborated to find him.
